Herod, being Jewish (of sorts) could have been somewhat versed in Hebrew scripture and understood the waiting for Messiah. This explains why Herod was so fearful of a child(besides his paranoia)...Herod wasn't prepared for God to break into his world and upset his hold on power. And if foreigners recognized someone else as King of the Jews it would mean trouble for Rome (if Herod believed Hebrew Scripture).
